الَّذِیْنَ طَغَوْا فِی الْبِلَادِ ۟

﴿ٱلَّذِينَ طَغَوۡاْ فِي ٱلۡبِلَٰدِ﴾ این صفت قوم عاد و ثمود و فرعون و پیروانشان است. آنها در شهرها و آبادی‌ها سرکشی کردند، و بندگان خدا را در دین و دنیا اذیت و آزار رساندند.
