45 : 9

إِنَّمَا يَسۡتَـٔۡذِنُكَ ٱلَّذِينَ لَا يُؤۡمِنُونَ بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡأٓخِرِ وَٱرۡتَابَتۡ قُلُوبُهُمۡ فَهُمۡ فِي رَيۡبِهِمۡ يَتَرَدَّدُونَ

45. Only those who do not believe in Allāh and the Last Day ask you permission ^[20], and whose hearts are filled with doubt, so in their doubt do they waver.

[20]. To be exempted from fighting for the Cause of Allāh.
