Ayah: 21

يُعَذِّبُ مَن يَشَآءُ وَيَرۡحَمُ مَن يَشَآءُۖ وَإِلَيۡهِ تُقۡلَبُونَ
21. He punishes (justly) whom He wills and has Mercy on whom He wills (out of His grace), and to Him you shall be (all) returned back (for Judgment).
