إِلَّا ٱلَّذِينَ يَصِلُونَ إِلَىٰ قَوۡمِۭ بَيۡنَكُمۡ وَبَيۡنَهُم مِّيثَٰقٌ أَوۡ جَآءُوكُمۡ حَصِرَتۡ صُدُورُهُمۡ أَن يُقَٰتِلُوكُمۡ أَوۡ يُقَٰتِلُواْ قَوۡمَهُمۡۚ وَلَوۡ شَآءَ ٱللَّهُ لَسَلَّطَهُمۡ عَلَيۡكُمۡ فَلَقَٰتَلُوكُمۡۚ فَإِنِ ٱعۡتَزَلُوكُمۡ فَلَمۡ يُقَٰتِلُوكُمۡ وَأَلۡقَوۡاْ إِلَيۡكُمُ ٱلسَّلَمَ فَمَا جَعَلَ ٱللَّهُ لَكُمۡ عَلَيۡهِمۡ سَبِيلٗا
90. Except those who join a people with whom you have a treaty [39], or those who come to you with hearts reluctant to fight you, or fight their own people. Had Allāh willed, He would have given them power over you, and they would have certainly fought you [40]. But if they withdraw from you, and do not fight against you and offer you peace - then Allāh gives you no cause [to fight] against them.
[39]. Believers are argued to honour their pledges.
[40]. Along with your enemies, but Allāh did not will it and turned them away from you.
