وَإِذۡ قَالَ مُوسَىٰ لِقَوۡمِهِۦ يَٰقَوۡمِ ٱذۡكُرُواْ نِعۡمَةَ ٱللَّهِ عَلَيۡكُمۡ إِذۡ جَعَلَ فِيكُمۡ أَنۢبِيَآءَ وَجَعَلَكُم مُّلُوكٗا وَءَاتَىٰكُم مَّا لَمۡ يُؤۡتِ أَحَدٗا مِّنَ ٱلۡعَٰلَمِينَ
20. When Moses said to his people: "O my people, recall God's grace to you when He raised Prophets (from) among you, made you kings [27], and gave you what He had not given to any other among the people."
[27]. All that you need - specifically, homes, wives and servants. Or "sovereigns," i.e., those of independent authority.
