[38]. This refers to occasions when Allāh replaced an earlier command or verse with another—always for reasons of wisdom, mercy, and circumstance.
For example, gradual revelation helped believers adjust spiritually and socially (such as the prohibition of wine revealed in stages). It highlights that revelation was dynamic, guiding humanity step by step, not a sudden imposition of all laws at once. The disbelievers, unaware of divine wisdom, accused the Prophet ﷺ of “making up” verses when they heard one law replaced by another.
But Allāh responds by affirming that He alone knows best what He sends down—meaning, revelation follows divine knowledge, not human reasoning.
